An operation planning unit 705 creates an operation plan for operating each device by utilizing the surplus power in a predetermined target time zone on the basis of the predicted power generation power, the predicted device power consumption, the priority based on the operation characteristics of each device assigned to each of the power storage device and the heat storage device installed in the house, and a predetermined lower limit remaining capacity of the power storage device.SELECTED DRAWING: Figure 6
