To provide a control device, a control method, and a program capable of improving convenience of a user after riding a vehicle.SOLUTION: In a vehicle system for transporting a user to a destination by an automatically driven vehicle, a management device 200 is provided with a first acquisition unit that acquires destination information indicating a user's destination from a terminal device 100 that the user can operate, a first processing unit that directs the vehicle transporting the user to the destination, a second acquisition unit that acquires disembarkation request information requesting disembarkation before the vehicle arrives at the destination from the terminal device 100 that the user can operate, and a second processing unit that stops the vehicle before arriving at the destination based on the disembarkation request information when the second acquisition unit acquires the disembarkation request information.SELECTED DRAWING: Figure 2
