To suppress contact of a user with a vehicle when a vehicle door is controlled on the basis of operation by the user.SOLUTION: A control device 1 mounted on a vehicle 20 includes: an acquisition unit 102 that acquires an image outside the vehicle 20 from a camera 3 mounted on the vehicle 20; and a determination unit 101 that determines operation by a user on the basis of the image acquired by the acquisition unit 102. After determining that predetermined operation by the user of being perpendicular with respect to a horizontal plane ends, the determination unit 101 outputs a signal necessary for releasing a lock of a door 21 of the vehicle 20.SELECTED DRAWING: Figure 2
