To facilitate start of a vehicle only by clutch operation without accelerator operation, to eliminate the need of an additional component such as a clutch position sensor on this occasion, and to facilitate diversion to the existing model.

The control device for a vehicle includes: an idle speed control passage bypassing a throttle valve of an engine for communication of an intake passage; an idle speed control valve opening/closing the idle speed control passage; a start determination means determining that the vehicle has moved from a stop state to a start state; and a control means opening the idle speed control valve when the start state of the vehicle is determined to perform an engine speed control increasing an air volume flowing into the engine to increase an engine speed, and stopping operation of a compressor during operation of the compressor of an air conditioning device.
