To efficiently decide a setting parameter of a voltage automatic regulator (SVR), using measurement information of a power distribution system.
A sensor 170 installed in a power distribution system 100 measures a current, a current power factor, active power P, reactive power Q, and an node voltage V, and the like in a line, and sends information to an LDC parameter determination device 10 via a communication terminal station 180 and a communication network 190. Based on the voltage measured data of the sensor and the measured data equivalent to SVR output voltage Vsvr, SVR-passing active power Psvr, and reactive power Qsvr, it first gets such output voltage ideal value Vs of a voltage automatic regulator as to be within the range of the upper and lower limit values of the analysis target node of the power distribution system within an analysis target period, and next analyses the correlation between this ideal value Vs and the measured value of the quantity of electricity of the power distribution system, thereby deciding the setting parameter of the voltage automatic regulator.
