PURPOSE: To reduce the operation of a drive for a safe driving by limiting the operable range by a driver while a traveling body is driving as compared with a case when it is stopped.

CONSTITUTION: Even if either of a driver and a passenger 3 operates a control means 4 while a traveling body is stopped, a response means 12 responds according to the operation input. On the other hand, while the traveling body is traveling, the identification signal from an operator identification signal generation means 5 is added to the passenger 3, it is so controlled that the identification signal component is detected by an operator identification signal component detection means 7 when the passenger 3 operates the control means 4 and then an operation range control means 10 transfers the output of the operation means 4 to the response means 12 so that the response means 12 responds exactly as the operation of the passenger 3 and does not respond to the operation of the driver.
