To obtain a controller which is reduced in insulation parts and does not require insulation for every load and has superior performance with ease by composing a control circuit of a primary control circuit connected to a power circuit without being insulated and a secondary control circuit insulated from the power circuit.
A load, a sensor, a remote controller 21, etc., are connected to the controller of a hot water supplier 1, which is operated through the remote controller 21. The controller consists of the primary control circuit 2 which is not insulated from AC 100 V, a primary power circuit which supplies electric power to the control circuit, the secondary control circuit 3 which is insulated from the AC 100 V, a secondary power circuit which supplies electric power to the control circuit, and a transformer which is insulated from AC 100 V. The microcomputer 8 of the primary control circuit 2 controls the primary load 5 and a load driving part 16 drives the primary load 5, and a state decision part 14 converts the state of the primary load 5 to a voltage value or current value. The primary and secondary control circuits 2 and 3 exchange signals through photocouplers 18 and 19.
