PURPOSE:To attain highly reliable and safe control by replacing an uncertain factor included in causal relation between a manipulated variable and a controlled variable by the error variation of the manipulated variable and considering the uncertain factor of disturbance also as the error variation. CONSTITUTION:It is defined that the formula I is formed as a formula expressing the causal relation between the controlled variable and the manipulated variable of a process. When it is supposed that respective factors gi of disturbance Gt are varied within a range giL<=gi<=giH, the respective factors of a forecasting value Yt+1 of the controlled variable may be included within a range yiL<=yi<=yiH. If the limitation of Li<=yi<=Hi is applied to respective factors of the controlled variable Yt, the controlled variable Xt is proper when Li<=yiL and yiH<=Hi. If yiL
