To rapidly decompose a halogen-containing resin at a high speed without corroding a container and obtain a low-molecular weight hydrocarbon suitable for a fuel without leaking to the outside of the system even when generating dioxin, etc., by mixing the halogen-containing resin with supercritical water in the presence of an alkali.
A halogen-containing resin such as polyvinyl chloride (copolymer), a chlorinated polyvinyl chloride or a chlorinated polyethylene is mixed with supercritical water at ≥374°C temperature under ≥218kg/cm2 pressure in the presence of an alkali such as a hydroxide of an alkali(ne earth) metal (used in an amount of the number of mol or more required to nearly neutralize an acidic component generated by decomposition of the halogen-containing resin) to afford a low-molecular weight hydrocarbon. Furthermore, the pH of the aqueous solution after the treatment is preferably ≥6.
