Plural data on conveying results collected at an arbitrary time, are stored in a conveying result storing part 1, a regression function representing the relationship between the conveying load included in the stored plural conveying result data and the resulted availability respectively calculated by a resulted availability operating part 3 on the basis of the plural conveying result data, is identified by a regression function identifying part 4, and the probable availability as the availability in conveying an article to be conveyed by the conveying load determined in planning is estimated by a probable availability operating part 5 with the identified regression function, and compared in a comparing part 8 to evaluate the conveying capacity, whereby the probable availability can be calculated with high accuracy on the basis of the conveying result in conveying with the arbitrary conveying load, which dispenses with the actual conveying on the basis of the planning.
