PROBLEM TO BE SOLVED: To improve the cooling characteristic, and to shorten the manufacturing time by inserting a heat radiation fin to each U-shaped end of a U-shaped heat pipe which is inserted in a through hole in a metallic block, the U-shaped part of which is located at the metallic block, and each U-shaped end part is extended upward of the metallic block, and sealing the working fluid inside thereof. SOLUTION: A plurality of through holes 5a are formed in a metallic block 5 consisting of cooper or Al in which a heating body is mounted in contact with a surface. A U-shaped heat pipe 6 which is formed in U-shape, inserted in the through holes 5a, a U-shaped part 6a of which is located at the metallic block 5, and each U-shaped end part 6b of which is extended upward of the metallic block 5, consists of copper, etc., excellent in heat transmission. A large number of laminated heat radiation fins 7 of high performance and low profile which consists of copper, Al, etc., are mounted on each U-shaped end part 6b of the U-shaped heat pipe 6. One side of each U-shaped end part 6b of the pie 6 is sealed in advance, the inside of the pipe 6 is evacuated from the other side, the working fluid 8 of the prescribed quantity is sealed therein, and the end part of the other side of each U-shaped end part 6b is sealed.
