The cooling device of an internal combustion engine includes a cooling water temperature detecting unit configured to detect the temperature of cooling water, and a cooling water temperature control device including a unit configured to calculate an engine output from the rotating speed and the output torque of a water-cooled engine, a unit configured to calculate a target cooling water temperature based on the engine output, and a unit configured to smooth the temporal change in the target cooling water temperature. An electric water pump and an electric cooling fan are controlled based on the target cooling water temperature in which the temporal change is smoothed.
