This cooling system 100 is provided with a nano-bubble generator 40, and includes and circulates the chemical turned into a nano-bubble and the nano-size in the cooling water. A residual chlorine gauge 31 and a TOC gauge 32 are arranged in a cooling system water tank 33. The nano-bubble generator 40 generates the cooling water including the chemical turned into the nano-bubble or the nano-size by controlling motor-operated valves 44 and 45 and a chemical tank pump 46 by a residual chlorine concentration adjusting gauge 51 in response to the residual chlorine concentration in the cooling water, and controls a motor rotating speed of a gas-liquid mixing circulating pump by a TOC adjusting gauge 52 in response to the TOC concentration.
