A surface presence amount of a lubricant such as a wax, fatty acid salt or the like is measured and managed by an X-ray photoelectron spectroscopy. The spectroscopy is a method for quantitatively and qualitatively measuring a kinetic energy of specific free electrons emitted from an element by emitting an X-ray to the element. It is a method for measuring a constituting element on a surface of the degree of about 10 nm under a surface of the sheet in characteristics of a measuring principle. A C1s peak of a surface of a corrugating sheet is measured by the spectroscopy, a peak strength ratio (CC-C/CC-O) of a C-C bonding component (CC-C) originated from a carbon chain of the lubricant of the peak to that of a C-O bonding component (CC-O) originated from a cellulose fiber is calculated, and it is regulated to 0.9 to 1.5.
