A cosmetic applicator 1 uses a thick plate-like sponge material showing a flat surface and internally having homogeneous independent foam H1 and is obtained by putting the sponge material through a plurality of pressurizing and revolving rolls and by cutting the original material obtained. By pressurizing rugged parts and applying an uneven pressurizing force to the sponge material with the rolls, soft parts 2 and hard parts 3 are intermingled in the sponge material of the cosmetic applicator 1. In the soft parts 2, continuous foam H2 parts are made by being pressurized with a force destroying partition walls W between the independent foam, and in the hard parts 3, the independent foam H1 remains by being pressurized with a reduced force not destroying the partition walls W.
