The cosmetic composition, improved in the amount of carbon dioxide generated and a feeling in use by improving the viscosity of a viscous composition, is formed by mixing a gel-agent 1 comprising 1.0-10.0 wt.% PG, 1.0-5.0 wt.% sodium hydrogencarbonate, 1.0-2.0 wt.% ethanol. 0.1-0.5 wt.% phenoxyethanol. 0.5-3.0 wt.% sodium hyaluronate, 0.1-2.0 wt.% (acryloyldimethyltaurine ammonium/VP)copolymer, 1.0-4.0 wt.% cellulose gum (thickening agent), 1.0-10.0 wt.% of one or more kinds selected from the group consisting of a vegetable extract and a nutrient component, 63.5-94.2 wt.% purified water which come to 100 wt.% in total, with a powder-agent 2 comprising 50.0-70.0 wt.% of one or more kinds selected from the group consisting of corn starch, guar gum, and dextrin and 30.0-50.0 wt.% of one or more organic acids selected from the group consisting of ascorbic acid, succinic acid, citric acid, and salicylic acid which come to 100 wt.% in total.
