PURPOSE: To obtain a crosslinked poly β-alanine ball having the surface coated with a relatively significant amount of a lipophilic substance, by swelling a crosslinked poly β-alanine ball with water and/or a polyhydroxylated alcohol and coating the ball with the hydrophilic substance. CONSTITUTION: A crosslinked poly β-alanine ball is treated with water and/or a polyhydroxylated alcohol (e.g. glycerol or 1,3-propanediol) or its mixture of 1-20 times as much as the ball, made into a swollen state and bonded to a lipophilic substance with severe stirring to hold the lipophilic substance on the surface of the ball. An oil such as a paraffin oil, a peanut oil, palm oil, silicone oil, butter or an active substance such as butter, purified oil, α-tocopherol or β-carotene is used as the lipophilic substance. These substances may contain an oil-soluble cosmetic or a medicine active substance. The impregnated cross-linked alanine ball in an amount of 0.1-60wt.%, preferably 0.5-40wt.% is contained in a cosmetic or a medicine composition.
