PURPOSE: To obtain a cosmetic such as face powder, excellent in touch and skin protecting action, good in oxygen passability and retaining ability without inhibiting cutaneous respiration by blending a specific cyclic fluoroalkoxy phosphazene excellent in water repellency, skin protecting properties and safetywith other ingredients.

CONSTITUTION: The objective cosmetic useful as face powder, foundation, breast powder, etc., is obtained by blending one or more cyclic fluorophosphazenes expressed by formula I [(m) is an integer of 1-3; (n) is an integer of 3-5; (h), (k) and (l) are integers of 0 to (2n); (h+k+1) is (2n)] with fluorinated silicones expressed by formula II [(a) is 2-8; (b) is 4-10], then adding silicone-treated sericite, silicone-treated talc, silicone-treated titanium oxide, red iron oxide, etc., thereto, adding purified water, etc., as a solvent and kneading the resultant mixture. The obtained cosmetic is excellent in touch and skin protecting action and good in oxygen passability and retaining properties without inhibiting cutaneous respiration.
