On a passage for the tape form covering material 2a and the tape form insulating material 1a in the wrap forming part 7, the tape form covering material 2a closes gradually along from the side face to the upper face of the tape form insulating material 1a and as the tape form insulating material 1a passes the wrap forming part 7b, both sides of the tape form covering material 2a fit on the upper face of the tape form insulating material 1a to cover longitudinally, and the pressure sensitive adhesive double coated tape 4a is adhered to the same to be recovered in No.2 recovery part 14.
