An image recognition part 28 takes a large number of images of the already entered credit card admission applications 2 into a computer by a scanner 16. A character recognition part 32 recognizes a character of the credit card admission application 2 according to a prescribed reading format, and inputs recognition data to a prescribed column of a data file corresponding to the credit card admission application 2. A data input part 42 inputs complementary data to an incomplete input column of the data file to which no character is inputted because an error is generated in the character recognition, on the basis of input of one of a keyboard and voice.
