To provide the subject apparatus whereby masses can be certainly crushed and sieved by simple operation, guaranteed levels of sterility and dust-freeness in a crushing step and a sieving step can be easily improved, and simple maintenance thereof is enabled.

A sieve (5) is disposed on the bottom of a crushing chamber (4) containing masses (10) therein. A rotating shaft (12) is disposed in the vertical orientation in this cracking chamber (4). The rotating shaft (12) is turned horizontally. Wing parts (14) are provided at the lower end part of the rotating shaft (12), so that the wing parts (14) are turned within the crushing chamber (4) together with the rotation of the rotating shaft (12). Under surfaces (15) of the wing parts (14) are formed so that they slant downwardly to the turning direction. Small gaps are provided between the rear ends of the wing parts (14) and the upper surface of the above sieve (5).
