A protruding part 70 is formed outside the upper position of the side face of an upper housing. A protruding space 72 is formed inside the protruding part. Thus, even when a waste 66 is caught between the side face of a press plate 28 and the inner all of the upper housing, the waste can drop downward away from the press plate 28 when ascending the press plate by a driving means, and allowing the press plate to reach the position of the protruding space 72. Even when the waste including moisture can not be separated from the side face of the press plate 28, the waste can be released form its compression, and expanded in the radial direction when the side face of the press plate 28 reaches the protruding space 72. Thus, when the press plate passes the protruding space, the waste is butted to a corner part 96 on the inner wall of the upper housing, and the waste can be peeled from the press plate 28. Therefore, the descent of the press plate 28 due to its own weight is not prevented from being interrupted by the waste.
