To provide a cutting device capable of cutting a sheet accurately without damaging, and an image forming apparatus.
A cutting device includes: a pair of transport rollers 15 capable of holding rolled paper RP which is transported from an upstream side to a downstream side along a transport path and on which a power to pull to the downstream side acts by gravity; a cutting section 20 capable of cutting the rolled paper RP held by the pair of transport rollers 15 on the downstream side of the pair of transport rollers 15 by moving in a width direction of the rolled paper RP orthogonal to the transport direction; and an edge guide 25 disposed on the downstream side of the cutting section 20, and capable of regulating the movement of the rolled paper RP to a side opposite to a cutting start side in the width direction by touching an opposite edge of the rolled paper RP to the cutting start side by the cutting section 20.
