The cutting tool for machining the soft material is configured such that projecting cutting edge portions 15 having cutting edges 17 are formed on the surface 11A of a disk shape base material 10, and flat upper surface portions 16 are formed on the upper portions of the projecting cutting edge portions 15, and films 18 of vapor phase synthetic diamond are provided on the upper surface portions 16, wherein the arithmetical mean roughness Ra of the films 18 of the vapor phase synthetic diamond provided on the upper surface portions 16 is within the range from 0.2 μm to 2.0 μm.
