PURPOSE: To smoothly process the scene change and to reduce the noise mixed in a picture signal by selectively outputting the memory output signal or the memory input signal of a delay means as an output picture signal by switching.
CONSTITUTION: When the large picture change like the scene change does not occur in an input picture signal 1, the memory output signal of a delay means 3 is outputted as an output picture signal 10; but otherwise, the memory input signal of the delay means 3 is outputted as the output picture signal 10 by switching of a switching means 9. Thus, this device immediately copes with the large picture change like the scene change, and the smooth processing of the large picture change like the scene change is possible, and the noise mixed in the input picture signal is reduced without degrading the outline resolution of a moving object.
