To provide the subject new compound that is useful as a detergent or cleaning agent that can contain peroxy compounds in no need of addition of any heavy metal ion source, and as a catalyst.

This new compound is a cyclic polymine salt of formula I (R1 to R6 are independently H, an alkyl; l, m, n are independently 1, 2, 3 or 4; X is an anion), typically 1,4,7-trimethyl-1,4,7-triazacyclononane hydrogen sulfate. In the compound of formula I, the anion of X is Cl, Br, I, NO3, ClO4, NCS or the like. The compound of formula I is obtained, for example, by reaction of a cyclic polyamine of formula II with an acid of the formula; H-X. Since the detergent or cleaning agent containing the compound of formula I does not need of the addition of heavy metal ion source to cause no marked damage to fibrous substance and no adverse effect on the bleaching action.
