In this case, the outer cylinder 1a is formed as a decorated outer cylinder with the appearance designed to the shape of the mainframe of a flower basket, a kettle, a watering can, etc., and the movable lock lever 7a is formed as a decorated movable lock lever designed to the shape of the handle of the flower basket, the kettle, the watering can, etc., so that it can be totally formed as one decoration with the decorated outer cylinder and the decorated movable lock lever.
