PURPOSE:To prevent the generation of a misoperasion caused by an operation mistake of a water discharge equipment to be used, and an operation abnormality, by constituting the titled controller so that sending-out time monitoring means or a water discharge quantity increment deciding means generates an output and cuts off a control signal when the control signal has exceeded a prescribed time or a water discharge increase portion has exceeded the maximum limit. CONSTITUTION:The titled controller is provided with a sending-out time monitoring part 42, a water discharge quantity increment maximum limit deciding part 45 and a control stop request part 46. The sending-out time monitoring part 42 generates an output when a continuous sending-out time of a control signal outputted to a water discharge equipment (gate . valve) 5 has exceeded a prescribed time at the time of discharging water from a dam, and a water discharge quantity increment maximum limit deciding part 45 generates an output when a water discharge quantity from the control signal outputted at the time of discharging its water has exceeded the maximum limit of the water discharge increase portion. Also, the control stop request part 46 cuts off the control signal outputted to the gate . valve 5, when an output is generated from at least one of the sending-out time monitoring part 42 and the water discharge quantity increment maximum limit deciding part 45. In such a way, a dam water discharge accident can be prevented surely, and a water discharge operation of the dam can be executed surely.
