After a subpin 20 is abutted against the front end edge 21, the side plate 3 and a torsion spring 37 for second step are twisted relative to the subplate 8 and the flange 2 in the range of torsion corresponding to a clearance (d) for forming a zone unmoved by a spring. At this time, the torsion spring 37 for second step is not compressed, only a slip of a friction member 12 for second step is produced, and rotational vibration is absorbed by friction.
