To ensure damping performance being by no means inferior to conventional devices while scaling down a required installation space by exerting ingenuity regarding the arrangement of a damper.
First and second buildings are disposed oppositely in upright at a regular interval. A second beam member 18 is protruded up to a section near to the external column 20 of the first building from the second building, and a first beam member 16 projected from the first building is protruded on the lower side of the second beam member 18 as a receiving beam. An elastic body 22 is installed between the front end sections of the first and second beam members 16, 18 while a rod-shaped damper 24 is mounted as being crossed over the upper and lower beam members 16, 18 in the vicinity of the elastic body 22. The lower end section of the rod-shaped damper 24 is fixed onto the upper-side flange 16b of the first beam member 16, and an upper end section is fitted movably into a hole section formed to the lower-side flange 18b of the second beam member 18.
