PURPOSE: To provide an external data base access substitution device receiving the access condition of an external data base from a user by a simple procedure, substituting the access of the external data base in accordance with the received condition in spite of the life time (job time) of the user and giving the notice of the result to the user.

CONSTITUTION: The condition of access to the external data base 1 can be registered in an access substitution center 2 by permitting a terminal 3 to access to the access substitution center 2 through a communication network NW. The access substitution center 2 accesses to the external data base 1 in accordance with the registered access condition. Some data is obtained from the external data base 1. Whether the terminal 3 is operated or not does not become a problem at the time of access. Data which the access substitution center 2 obtains is distributed to a distribution destination registered in the access substitution center 2.
