To improve compression efficiency and to provide simple hardware configuration by generating an even-numbered field signal from an odd-numbered field signal outputted by a quantizing part and outputting the luminance signal and chrominance signal of 8 bits based on a control signal outputted from a control signal generating part.
When a luminance signal Y and a chrominance signal C of 8 bits are outputted from a memory 104 by a read signal RD outputted from a control signal generating part 101, a bit converting part 105 converts the luminance signal Y and chrominance signal C of 8 bits into the luminance signal Y and chrominance signal C of 4 bits again. Next, the converted values are outputted to an inverse DPCM and quantizing part 106, and the inverse DPCM and quantizing part 106 outputs the inputted luminance signal Y and chrominance signal C of 4 bits to the luminance signal and chrominance signal of odd-numbered field of 8 bits through inverse DPCM and quantization.
