Next, the converted values are outputted to an inverse DPCM and quantizing part 106, and the inverse DPCM and quantizing part 106 outputs the inputted luminance signal Y and chrominance signal C of 4 bits to the luminance signal and chrominance signal of odd-numbered field of 8 bits through inverse DPCM and quantization.
