The device is characterized to compromise a sharing memory 40 with a predetermined vacant memory capacity, protocol sequence controllers 21, 22, 23 which output the information on processing memory capacity showing memory capacity required for the processing, a calculating part 31 which calculates each necessary memory capacity of the protocol sequence controllers 21, 22, 23, and a memory capacity assigning part 33, which assigns memory capacity shown in the information on the processing memory capacity to the protocol sequence controllers when either of information of the processing memory capacity and each necessary memory capacity are input, and the total capacity is smaller than the predetermined vacant memory capacity.
