To provide a hazardous substance decomposing and removing method which maintains high decomposition efficiency without special treatment of a solution containing hazardous substances.
Organochlorine compounds are fed into a gas absorption tower 2 from a means for supplying a material to be decomposed. The absorption tower 2 has an absorption solution storage tank 3 and has a vapor-liquid contact unit 4 built-in. The storage tank 3 stores the absorption solution 8, and electrodes 9 are disposed in the storage tank 3 so as to be opposite to each other. The absorption solution 8 is sucked up by a circulating pump 12 through a circulation pipe 11, and then sprayed onto the upper part of the vapor-liquid contact unit 4. A supply current quantity for electrolysis is set so that the organochlorine compound concentration in the absorption solution 8 becomes 0.5-50%. A chemical such as ethanol, and chloride ions are added to the absorption solution 8. The pH of the absorption solution is adjusted to 3 or lower.
