To provide a decorative sheet and a decorative material capable of suppressing a cold sensation imparted to a user.SOLUTION: A decorative sheet 10 includes a substrate 12 and a protective layer 30. The protective layer includes an uneven surface 32 composing a surface of the decorative sheet. The uneven surface includes a wrinkle structure. A maximum height Rz stipulated by JIS B0601:2013 on the uneven surface is 2 μm or more. A heat-conductivity λ1 of the substrate is 30 W/cm K or less.SELECTED DRAWING: Figure 1
