A film is formed on the surface of a base sheet by adding photocatalyst oxidizing titanium powder composed of photocatalyst oxidized titanium base particles on which zinc oxide is carried is added to a binder, and when the beam containing ultraviolet rays is applied under the presence of oxygen, noxious substances such as odorous substances, stimulus substances and substances affecting adversely to human bodies and the living environment can be decomposed and removed by the photocatalyst reaction. The effect, therefore, can be kept for a long period of time without being saturated, since odorous gas is not adsorbed heretofore observed but decomposed. Also as the photocatalyst titanium powder is of white color family, the surface of a sheet can be colored optionally in compliance with the desired color to widen the range of use.
