An authentication information storage means 101 stores authentication information made to correspond to the information to be delivered, and the authentication information is transmitted by an authentication information transmitting means 102 to the person to which it is delivered. A transmission judging means 103, when receiving the authentication information from the person, checks the authentication information against another piece of authentication information stored in the storage means 101 to judge whether or not the transmission of the information to be delivered is allowable. When these pieces of information are verified, a detailed information presenting means 104 presents the information to be transmitted onto a Web page accessed by the person.
