Time series data showing temporal fluctuation of an actual purchase number related to the commodity are stored by a time series data storage part 14, the time series data are read from the time series data storage part 14 by a demand growth curve specification part 23, a demand growth curve related to the commodity is specified by performing regression analysis processing of the time series data, a demand forecast value of the commodity at an arbitrary time point is calculated based on the demand growth curve by a forecast value calculation part 24, and a function wherein an increase number per unit time of the purchase number of the commodity is proportional to a negative power of time length from a prescribed reference time point is used as the demand growth curve.
