A designing method of a digital control device includes an acquisition step of acquiring a low-rate compensator which operates at a low rate, a rate converter which converts output of the low-rate compensator into a high rate, and a high-rate compensator which operates at a high rate, and a conversion step of performing polyphase decomposition on the high-rate compensator, and performing conversion into a low-rate configuration comprised of a second low-rate compensator and the rate converter by using noble identity conversion for the polyphase decomposition. In the conversion step, it is also preferable that an impulse response of the high-rate compensator is determined and converted into an FIR type filter and then polyphase decomposition is applied.
