PURPOSE: To process data to lots of unspecified destinations by taking a district property of the destination and the configuration of a network into account.

CONSTITUTION: A transmission destination storage means 11 stores a transmission destination number and a direct address in pairs. A destination item number count means 12 counts a transmission destination for each transmission data. A transmission order decision means 13 decides the transmission order of transmission data in the order of fewer items of the transmission destination and outputs the transmission data number, the destination number and the destination address. A transmission district classification means 14 decides so that the transmission destinations are not consecutively allocated to a same district. A transmission data storage means 15 gives a number to the send data and stores it. A transmission means 16 adds the destination number and the destination address to the transmission data stored in the transmission data storage means 15 and sends the result according to the order decided by the transmission order decision means 13 or the transmission district classification means 14.
