PURPOSE: To provide developer having a toner carrier suitable for transporting magnetic toner by manufacturing easily a toner carrier with a high accuracy of dimensions such as deflection, etc., using a simple manufacturing process of merely covering, a cylindrical material with a tube.

CONSTITUTION: The toner carrier 13 is formed by covering the outside of a cylindrical sleeve 11, to the ends of which fixed flanges 10 are attached, with a tube 12 in which a powdered magnetic material is dispersed. The tube 12 is magnetized with a magnetization pitch of 500μm or less and the magnetic toner is coated on the outer periphery of the toner carrier 13 due to the leakage magnetic flux at the outer periphery of the tube 12. Therefore, it is possible to form a thin layer of magnetic toner on the outer periphery of the toner carrier 13 depending on the magnetization pitch of the tube 12 and it is possible to form a toner layer with less than half the magnetization pitch by using thin blades, etc. As a result, it is possible to produce a developer having a toner carrier suitable for transporting magnetic toner.
