To provide a developing device that can discharge excess developer, and can prevent discharge of developer in an amount more than necessary to stably maintain the amount of developer, and an image forming apparatus including the same.SOLUTION: A developing device comprises: a developer container that has a first conveyance chamber and a second conveyance chamber; a first stirring and conveying member that stirs and conveys developer in the first conveyance chamber in a first direction; a second stirring and conveying member that stirs and conveys developer in the second conveyance chamber in a second direction; and a developer carrier. The second stirring and conveying member has a first conveying blade that conveys the developer in the second direction, a second conveying blade that has an opposite phase to the first conveying blade and has a lower radial height than the first conveying blade, a regulation part that is formed on the downstream side of the first conveying blade with respect to the second direction, a discharge blade that is formed on the downstream side of the regulation part, and a blocking member that is formed between the regulation part and the second conveying blade. A connection part of the first conveying blade and second conveying blade and the blocking member is at a position different from the intersection of the first conveying blade and the second conveying blade.SELECTED DRAWING: Figure 4
