PROBLEM TO BE SOLVED: To provide a developing device and a developing method enabling the suppression of inversion fogging under a high-temperature and high-humidity and the suppression of fogging immediately after the consumption of toner under a low-temperature and low-humidity environment; and an image forming apparatus and an image forming method including the same.SOLUTION: A developing device has a toner, a toner carrier, and a toner regulating member carried on the toner carrier. The toner has toner particles and inorganic fine particles, and the toner particles contains a binder resin, a magnetic body, and a sulfonic acid-based polymer. When the abundance of carbon atoms present on the surface of the toner particles is A, and the abundance of sulfur atoms present on the surface is E, E is 0.09 atomic% or more and 0.37 atomic% or less, and E/A is 0.0010 or more and 0.0040 or less. The toner carrier has a base substance, an elastic layer, and a surface layer including a urethane resin, and the urethane resin has a partial structure derived from the reaction of polyisocyanate with a compound represented by a structural formula (1).
