To realize the stabilization of the electrification characteristic of developer by providing a technique for preventing unelectrified developer scattered by the rotation and the vibration of a member constituting a developing tank from adhering to the photoelectric surface of an electron induction part or the light source of a light irradiation part in a developing device using a developer electrifying method of a light induction system in which an electron is induced to the electron induction part by a photoelectric effect by light irradiation so that the unelectrified developer is electrified by the electron.
By using a porous member as an electron emission part 15, the toner scattered from a developing layer is prevented from infiltrating the photoelectric surface 152 of the electron induction part 15a or the periphery of the light irradiation part.
