An evaluation device, used for evaluating a development process improvement effect using a development risk, includes: development process improvement plan setup means for setting an improvement plan for a development process for each organization or project performing a development; risk estimation setup means for estimating a risk on the basis of expense data and risk data that are pre-set; risk-cost conversion means for converting at least one of cost risk, quality risk and delivery risk of risk data obtained from the risk estimation setup means into a cost; cost effectiveness obtainment means for obtaining cost effectiveness corresponding to the improvement effect of the development process on the basis of the cost obtained from the risk-cost conversion means; and evaluation result output means for outputting an evaluation result based on the calculation result obtained from the cost effectiveness obtainment means.
