The device is provided with V groove blocks 14, 24 into the V grooves of which each of the multiple optical fibers 10, 20 is put and by which these optical fibers 10, 20 are arranged in the planar shape while aligning axial centers, a pair of electric discharge electrodes 31, 32 which are arranged in both sides of the plane-like arranging direction of the optical fibers 10, 20 and electric discharge shielding members 41, 42 which are inserted between a pair of electric discharge electrodes 31, 32 and the arrangement of the optical fibers 10, 20. Heat by electric discharging which acts on both end optical fibers 10, 20 is shield by the electric discharge shielding members 41, 42, heating quantity for the both end optical fibers 10, 20 is whereby controlled and is approached to a heating quantity for the other optical fibers 10, 20, and each of the multiple optical fibers 10, 20 is more uniformly heated by electric discharge.
