Abstract:
PROBLEM TO BE SOLVED: To provide a predictive block generation method and device for improving image encoding/decoding efficiency through reducing operational complexity.SOLUTION: On the basis of display order (POC) values of a reference picture in a present block and a reference picture in a reference block to be used for inter-screen prediction of the present block, regarding a motion vector in the reference block, whether to execute scaling is determined. By calculating S1210 first and second values on the basis of a POC differential value between pictures, scaling is performed on the motion vector in the reference block. An offset value is calculated S1220 by performing an arithmetic right shift by a binary digit 1 upon an absolute value of the first value. An inverse proportion value of the first value is calculated S1230 by using the offset value and when it is determined to perform scaling on the motion vector in the reference block, on the basis of the inverse proportion value of the first value and the second value, a scaling factor is calculated S1240.
