To allow a user to take refuge in a safe and simple way by a method wherein a frame body is mounted integrally on a user's riding part to set guide frame parts respectively on the right and on the left of the riding part and a rope is fitted on the guide frame parts free to slide with a brake operating device set for the rope.

The underside close to a front end part of a seat plate 11 is placed on a link base formed at an inner circumference part of a frame body 2 and the seat plate 11, the link base and the frame body 2 are assembled with a bolt. Circular arc parts are formed respectively on the guide frame parts 21 and 21 so as to be positioned outside the right and left of the seat plate 11 on the frame body 2. Two spare ropes 8, right and left, are provided to link between two points on the right and left of the rear end part of the seat plate 11 and a position close to the upper part of the frame body 2. A pair of right and left ropes 3 and 3 are arranged free to slide being guided along the guide frame parts 21 and 21. Brake operating devices 4 and 4 are installed to forbid the sliding between the guide frame parts 21 and 21 and the ropes 3 and 3 or to release the forbidding thereof. Lowering of the device for evacuating is performed controlling speed by the operation of the brake operating devices 4 and 4.
