To make takeout operation of a fermented and disposed material easy by providing a discharge cover opened and closed through a link by operation of a handle in the bottom of a fermenter in a device provided with a ventilator by which an exhaust fan communicated with the inside of the fermenter is communicated with the outside air through a deodorizing device.

Since sawdust and active carbon are previously added to garbage together with fermentation bacteria and these are charged to a fermenter 21, the mixture is mashed by a blade. Then, while the mixture is heated by a panel heater, it is agitated and cracking is performed. While air is sufficiently supplied to the mixture and heat transfer is performed, air in the fermenter 21 is exhausted through a deodorizing device 34 by an exhaust fan 32. Fermented and disposed material is obtained by performing high-speed fermentation to ferment and dry garbage in the fermenter 21 by agitation through the blade. In the case of discharge, an opening and closing cover 41 in the bottom of the fermenter 21 is opened through a link 43 by operation of a handle 42 and the fermented and disposed material is discharged toward a tray 50 of the lower part.
