PURPOSE: To easily cope with a change in device type by stopping the rotation of a wheel when a specified number of lead terminals have been sensed by a sensor.

CONSTITUTION: A lead frame A is conveyed through rotary movement of a feed wheel 4 pressed against, and caused to abut on, the lead frame A. The number of lead terminals a2 forwardly delivered from cutter means 6, 12 is sequentially sensed by a sensor 17. When the lead terminals a2 of the same number as the specified number of the lead terminals a2 necessary for a single liquid crystal display element is delivered forwardly from the cutter means 6, 12, control means 18 stops the rotation of the wheel 4. Then, the conveyance of the lead frame A is stopped and this lead frame A is cut, by the cutter means 6, 12, into lead frame pieces A' each having a length including the specified number of terminals a2 necessary for the element B. When, thereafter, the frame piece A' is mounted to the element B through operation of a head body 13, replacement of the wheel by another one becomes unnecessary and change of a device type becomes easy, so that the operating efficiency can be increased.
